Lugia was one of the Legendary Bird Pokémon from the 2nd generation of Pokémon. It quickly became a favorite in the series and the card values have certainly followed. This article then will be covering the most expensive Lugia Pokémon cards.

This won’t be a “most expensive ever sold” list like a lot of the others. Rather this will focus on average raw value of each of these cards. Therefore these will give you a very real idea of what these cards may be worth if you happen to find one in a binder. I’ll state some of their PSA 10 values as well so that you can know what it may be worth in Gem Mint condition!

Note that this article was updated on 1/21/2025 so the price may have changed since then. Check out the links to see what they are going for!

Let’s jump right in!

#10 – Japanese Lugia GX #108

Raw: ~$110 | PSA 10: ~$500

The Japanese Lugia GX comes from the Pokémon Japanese Super-Burst Impact set, which is equivalent to the Lost Thunder English set.

Despite the Japanese version being slightly more expensive, the English version still sits at a respectable $100.

#9 – Lugia #SL7

Raw: ~$130 | PSA 10: ~$8,000

The Lugia #SL7 from Pokémon Call of Legends sits right around our cards value that we covered above. This set was sold when Pokémon wasn’t selling quite as much and was notorious for not being in great condition even when pulled pack fresh.

Because of that, the average PSA 10 of this card is $8000! Copies of the SL7 Lugia have also sold for as much as $11,000!

#8 – Japanese Lugia EX #31/PLAY

Raw: ~$145 | PSA 10: ~$640

The Japanese Lugia EX was released as part of the PLAY promotional program in Japan. This card could only be obtained through redeeming points at this program and was difficult to get a hold of, hence the price.

The artwork and silver background make this a pretty impressive Lugia to have in a collection!

#7 – Japanese Lugia Game Boy #249

Raw: ~$160 | PSA 10: ~$750

Coming in at #7 is the Japanese Gamy Boy Lugia. Aptly named as it was included in copies of a Game Boy sequel named Pokémon Trading Card Game 2: The Invasion of Team GR!

This card ended up being rare enough that it has still held an impressive value over time. If you are a Lugia lover, this is a must-add to any collection!

#6 – Japanese Lugia Reverse Holo #102

Raw: ~$180 | PSA 10: ~$300

This Japanese Lugia is a standalone Reverse Holo and is one of the few Japanese exclusive Lugias on the list! The Best of XY set was incredibly popular upon release and this card has remained an amazing one since.

As of writing this article in May of 2024, it has actually taken a small dip in price from where it was. Check it out to see if it’s worth picking up as you read this!

#5 – Lugia “Staff” #SWSH069

Raw: ~$190 | PSA 10: ~$450

If you aren’t aware of “Staff” promo cards, they are only given to select stores as part of promoting a new set release. Because of that, most staff promos (including some on the most expensive Charizard list) are incredibly rare and incredibly difficult to get your hands on.

And the Lugia without the “Staff” stamp? About $15.

#4 – Lugia ex #105

Raw: ~$210 | PSA 10: ~$3,200

This Lugia ex price has fluctuated pretty massively over the last few years. It has been as high as $335 and as low as $77 since 2021.

The Unseen Forces Lugia was released when Pokémon wasn’t quite as popular and has remained a pretty expensive card despite that. While there are certainly more popular Lugia Pokémon cards, the Lugia ex certainly holds a special place in the heart of many.

#3 – Japanese Lugia V #110

Raw: ~$270 | PSA 10: ~$445

Coming in at #3 is actually the most recently released Lugia on the list. The Japanese Lugia V from Paradigm Trigger had an incredibly low pull rate and has some pretty incredible art. Its price has actually dipped from its original release so time will tell where it ultimately falls.

Seeing as this set isn’t being printed anymore, my prediction though is that this card will be a pricey one for quite some time.

And if you have the English version? The English Lugia V still sits at a respectable $250 price tag.

#2 – 1st Edition Lugia Neo Genesis #9

Raw: ~$525 | PSA 10: ~$50,000

Sitting at #2 is the OG. The 1st Edition Lugia from Neo Genesis is the first Lugia Pokémon card to ever get released. Seeing as it was released in 2000, this card is a pretty tough one to find in good condition. Because of that, a PSA 10 version runs for $50,000+!!

Beware though as this card definitely has fake versions in the market so buyer beware. For those wondering if this card may be a good investment, I would argue that the 1st Edition Lugia price isn’t going anywhere.

If you’re wondering about the non 1st Edition Lugia, it would land at #7 on this list and on average costs about $150.

#1 – Lugia Aquapolis #90

Raw: ~$700 | PSA 10: ~$10,000

Coming in at #1 (twice) is the coveted Aquapolis Lugia. The Japanese version is around the same price so we can happily crown it twice if we so desire. It might be necessary seeing as this cards popularity may even match the OG 1st Edition Lugia above.

This card also absolutely has fakes in the market as well so don’t buy it if you’re not sure how to tell the difference. If you have one though, a huge congrats is in order as it is an incredible Pokémon card.

#0 – Pokemon 2000 Topps Movie First Appearance Lugia

Raw: ~$1,000 | PSA 10: ~$13,000

Despite the First Appearance Lugia not being a Pokémon TCG card, it still deserved to make this list. It was manufactured by Topps in 2000 and had to be pulled out of a pack much like a Pokémon card. These were focused around the Pokémon the Movie 2000 Trading Cards and were incredibly tough to pull.

A PSA 10 version of this card also competes with the Aquapolis Lugia, so it is still a deserving grail for any Lugia lover!
